How do online ad networks compensate their data partners?

When an ad network (like Bluelithium) acquires data on users from a site, how do they compensate that data partner? Do they pay a % of the CPM that partner enables? What if multiple partners are all contributing to the "targetability" of the user? For instance, if I visist a few car sites in an ad network, they assume I’m buying a car and they show me car ads. Do they pay those sites I landed on (from which they concluded I am a car shopper.)

Thanks for the answer Scott! The "data" that I’m talking about is not a form but simply the cookie or pixel served by the "car site" that helps the ad network build the user profile and determine that they are in market for a car. A typical ad network could have hundreds or thousands of sites and I’d assume that some of the sites contribute more than others in helping the network determine which ad to present to the user. How do they compensate those sites that are contributing more data relative to the sites which are not contributing and simply benefiting from the target-able profiles – and selling inventory that they otherwise wouldn’t have sold (or at such a high margin.)
